It's not necessarily illegal, just so you know. If it's by the owner/resident of a NON commercial (fewer than 4 units), then it might just be out for bulk collection, which, of course, is perfectly fine.

Illegal dumping is people illegally dumping their trash, items, bulk trash on public or private property without consent.

Confirmed with home owner that there is no bulk pick up scheduled. Offered to set one up for him but he declined. Discussed with owner that dumping on property not their own without consent is illegal. This conversation has occurred numerous times, just so you know.

Recurring problem in my neighborhood as well, just wanted to drop that info in case it was something that could be fixed with a talk instead of getting agencies involved in petty disputes.
