I think the Adopt A Spot volunteer for that area stacked the trash up to be picked up. The green bags are city bags given to the volunteers. I was there yesterday and noticed that they had picked up the litter on that stretch.

Oh sorry I didn't know that, saw the city truck there today, but they didn't pick up anything
