Thank you for the post. We'll open a dialogue with our partnering departments and try and determine the best course to find a solution to this issue.

It's been determined that the problem described is occurring off street on private property and that the vehicles in question are not on the public right of way. I was informed that we are unable to re-categorize acknowledged issues so I am closing the issue, however please reopen as a private property issue so it can be handled by the appropriate parties. Thank you for your help in this matter.
