PLEASE I NEED HELP!!!

Two small dogs are expose to sun and rain. They are two small breeds, a yorkie and poodle and they sleep in the back yard, I'm saying this because I can heard them all the time even weekend. I call the police and they didn't do anything. For me is very frustrating that I can do anything for them. Also cats can attack them at night. I believe that they are going to be more safe and comfortable in a shelter than at home. I talk with my neighbors and we are agree that this have to stop. If they bark is because the want to get in but they don't care!! Of course they going to say that they sleep inside but you can go door to door and ask the people if this is true or not.
