Oddly..a week or so ago the City was going through patching holes in the street and this guy had them come back to his house and had them fill in where HE had removed the curb to make his driveway wider!They spent a half an hour FIXING the entry to his NEW wider driveway..I was stunned.I have pictures of their "repairs" and pictures going back .I have about 9 I tried to send to the City.They say he can HAVE non working vehicles but he exceeds the four that the City says you can have.Even that number is astounding to me.

Wow! That's insane. It looks like this guy is operating an auto body in a residential area. Would you say that's the case here?

Nope..I KNOW that isn't the case because the cars never move.If he was fixing them I'd expect someone to pick one up once in a while or that there would be a new one to replace one but he just accumulates and no one has ever mentioned to him that he has exceeded the allowable amount.

I have asked zoning to also take a look at this location.

An abandoned or disabled motor vehicle or any part of a motor vehicle shall not be parked or placed in the front, side or rear yard of any parcel of land in the City of Lansing. When I called the City about this Monday they referred me to Amy Costillo whose availability is 730am-830am and 1-130pm.Still haven't received a phone call from her.I really wish they would allow us to contact through email because trying to catch up with these people who are out of the office so much is a waste of time for both sides.I COULD have given her the information,included the photos so she knew what I was addressing and all she would have had to do was email an acknowledgement at MOST.It's Thursday and I have NO idea if she even got my message.

City has been there.Is it easier for them if I offer to make the complaint rather than having them do it?Sounds like there have been some problems between the inspector and this person over some past issue(s) and although this person is a hothead,I'd risk it if it could get this solved.Any opinions?

The Old Everett Neighborhood Association public safety meeting is today at 7 pm. The meetings are at the McLaren-Greater Lansing education center at Greenlawn and S. Washington avenues.

I got an email from Amy Castillo yesterday saying she has been out to the property and is writing this up along with help from her supervisor because of some problems she's had with this guy in the past.

Question....is it easier for the City to get this kind of thing addressed if I tell her to use my name..or if I make the complaint in some fashion so it's CLEAR that this is MY complaint and a neighborhood problem and NOT something the City is doing to this guy just "because"?

This is not a "nice"guy and I'm sure he'll give me problems..but he is destroying our neighborhood entryway and if this is what is needed to get him snapped into line...I'm ok with it.

Any suggestions?Am I looking at this wrong?

It's been over 3 weeks and there has been NO change at this property.In fact..he now has a litter of pitbull pups running around outside the fence and in between the cars in his driveway.Really stupid to let pups outside this much when they're that young...parvo is a real problem for pups at this time of year and I would be shocked if this guy even has his adult dogs properly vaccinated....not to mention that they are mere feet from the road.With the debris around this guy's house..his pups would be in the street and run over before he could even see them.

I sent on a request to the Department Head to see what is happening with regards to enforcement.

I presumed that City offices shared information on problem properties WITH each other so I didn't contact anyone else.

Last Friday...City employees OFF on Friday...this guy had some LARGE trusses on his truck which he finagled most of the day to get moved into the area behind his fence.Over the 4 day weekend it became obvious that he was raising his garage roof and from the looks of it..he may have even widened his garage.All of which I was under the impression needed a permit from the City.Considering how small his lot is..I'm surprised he was EVER allowed to put up the garage that was there...let alone increase its size.It's been 3 months and nothing has changed.He has INCREASED the size of his garage...has raised it up evenTALLER than it was but hasn't moved ANY of the vehicles cluttering up his driveway INTO it.Nothing has changed at this property .I was told several weeks ago that this would be handled......when?how?

From the pictures, it seems pretty clear that they are either parking on their "front yard" in violation of ordinance 1286.02, or their driveway is not properly surfaced per ordinance 1284.15. It also seems pretty clear that they are storing inoperable vehicles in their driveway (given one picture shows a tire off of the vehicle and another shows a vehicle with a missing tire), which is not permitted under 1284.13. Why hasn't the city taken care of this in the past three months?

I think they are making this more complicated than they need to because there really is NO reason something like this shouldn't have been addressed and solved much more quickly.Some people's violations are questionable but this guy has violations all over the place and the City can't get their heads on straight and just DEAL with ANY of them.He has a few other properties that have ALSO been involved with violations.He rents but won't get a rental license for his houses...tries to claim "occupancy" at 3 houses?He has piles of debris at all three of his properties and yet....nothing is done.He just increased the size of his garage..over a weekend with no permit.He "widened" his driveway by just parking 2 across...didn't bother to add concrete or stone AND had the CITY fill in the curb HE removed so he had a wider access from the street.I"ve offered to step up and put my name on complaints...the City says "no"...they're handling it.Really???I could forget this whole thing if he just wasn't the FIRST thing you see when you enter our subdivision....sets a nice "tone" right off the bat for buyers looking at the homes in the neighborhood that are for sale.

It's August and everything is in place...as it was when I made this complaint.....EXCEPT....he has increased the size and height of a garage.I've talked to the City...they never call back.The "Virg Bernero" handling of City problems...if they don't create money for Virg...they aren't important.Oddly....the FINES that SHOULD be on this house would probably support a small city...but I guess no one has figured that out?

Now October and nothing has improved.

The ONLY thing "new" about this house is another litter of nine pups.....juat 6 months after the LAST litter.The house looks just as trashy as it always has.I'm dumbfounded that they can NOT get this property cleaned up.

I have forward all this information on to the Director of Neighborhood Development with the City and will follow up with him the first of next next week.

It's now December.....NOTHING has been changed or improved relative to the parking of vehicles on this property.His front yard...using that term LOOSELY.....is a cluttered MESS.Is he related to the Mayor or something???WHY can't our City people get this mess handled????

Checking again with Planning & Neighborhood Development as to where this is.

The very FIRST picture of this mess that I posted months ago showed a VERY close picture of the section of curb that this guy REMOVED and then had re-surfaced by the City truck that was going through the neighborhood repairing the ROADS........questionable activity all on its own......however.....Does that action allow him to CREATE a double wide driveway...even though he has not resurfaced the whole driveway?He has fewer vehicles parked there this afternoon..probably the City CALLED and told him they were coming because they seem to ALWAYS call him in advance of these so called "inspections".I have a picture I took last week which shows his "normal" and one from today which shows "less" vehicles.However....he still has a boat (that never sees water) parked in his driveway so it appears that parking double up and down his drive is an ok thing?And trucks parked behind a fence are not "counted" in total numbers?No matter what...it seems this house is ALWAYS going to look like some kind of junk yard...why is that?Do we REALLY not have ANYTHING in our zoning or parking laws to protect us from this kind of neighbor?You may have to increase the size of the pics to get the FULL benefit of the true "beauty" of this location.

Now we have ventured into NEW problems with this guy.There are SO many vehicles in this driveway that every night he parks one truck with its trailer attached and ANOTHER truck with ANOTHER trailer attached on both Willard and on Park Blvd.Why on earth is it SO impossible for the City to address this and SOLVE it??I've lived here SEVEN years and no progress has been made yet.He just keeps adding violations on top of violations.WHY since both vehicles CAN be see from Cedar St...are the police not at least ticketing this cretin??If the police budget needs funds..they could get a significant amount by just ticketing this guy.Between his dogs barking at all hours and his MANY vehicles...he's a real PLEASURE to have in the neighborhood.

I'm just stupefied..about a couple of issues.As the attached picture shows...the multiple cars issue has NOT been "improved".Now he just parks his ADDITIONAL trucks and trailers on the street...all day..all night...and yet....never gets a parking ticket even though these vehicles are in plain sight from Cedar St AND we have a police car which every night passes down Willard St heading for Cedar...drives right past all these vehicles parked ILLEGALLY on the street.It has now been 9 days that these vehicles have been here...don't you think SOMEONE would have noticed?If the City NEEDS money so bad...why aren't they ticketing this guy and generating a little revenue for themselves?When the car lot was doing this a few years ago...we were told that parking was allowed only SHORT term...and we all know that over night is NOT allowed...and yet...here they are..9 days straight.The vacant house next door has even had his vehicles parked in that driveway along with all of these trucks and trailers parked on the street..in full view.How MANY years does it take to END a problem like this?

I am meeting with the City Attorney on Thursday over other issues I will talk with her about this issue.

I need to know WHO I can call/see about this ongoing fiasco.He is NOW parking in the driveway next door...2 trucks both with trailers attached.The OWNER of that property lives out of state and has not given permission to use her property.WHY is it SO impossible for this guy to get rid of vehicles????WHY is the City SO flipping STUPID about getting this handled???

Maybe it's time to take this in your own hands. It would be to bad if his trucks got damaged during the night. Or call the cops and say it smells like a meth lab. Lots of calls can be made even though you were wrong. The time I made a sign up and protested a local dealer who shorted out my brand new radio I bought aftermarket. They wanted me to send it in to Ca. A week there who knows how long to fix or do they send me someone's else junk and a week back. So my new truck goes without the top end radio for a month or two. So I picketed them. The sales manager came to the sidewalk saying it won't do you a bit of good. People driving by honking, thumbs up and I turn to him and say that last guy was going to turn in and buy the corvette. Another that Van. So I said who is going to lose in the end. Oh did I tell you I contacted ch. 6 and the news guy said the team was in East Lansing but he would radio them to stop and hear my story. With that the sales manager pulled out his checkbook and bought my radio for just what I paid. So there are ways to shake the boat.

I just wish the City would get the sand out of their brains and address this before this guy gets to use the excuse that he "assumed" it was ok because NOBODY from the City told him it WASN'T.He has SO many violations in so many categories and nothing has diminished....he just added 3 more trucks last week.This is NOT a commercial/retail location.....it is a RESIDENTIAL neighborhood.How hard can it be for someone to get this lot CLEARED???

The end of another month and NO progress getting any vehicles moved away from this site.His dogs..when let loose...are turning into fierce barkers....which is understandable considering this is too small a lot to try to raise dogs like pitbulls that NEED a good space to exercise and play.They have learned how to escape..have chased a woman with a small child and scared the tar out of both of them.An officer happened to be close by when it happened but all HE did was give the woman and child a ride home.He tried twice to get someone from the house to respond to him and what really shocked me was he didn't do ANYTHING to the 3 lg dogs that had gone after the woman and child.No call to animal control..nothing.DO I still live in Lansing or is this the Twilight Zone? these 3 large dogs chased a woman and child down the street and.... NOTHING...no fees...no cost to retrieve the dogs.....no verification that they have vaccinations or check for tags???WHO is protecting this guy?

Seems as thought the code compliance officer needs to be fired as a first step? No matter how unstable the individual is that you are dealing with at this house, the ordinances and laws are on the side of the compliance officer. If my house or rental for that matter were kept like this, I would have been ticketed and tagged. Like you reported and have pictures to prove, the widening of the driveway along with the building onto the garage without permits are another reason the code compliance officer and the department head has failed to carry out the duties for which they are employed. Where is the council person for this ward in helping with this matter? Where are the other 3 at large council members? Why is it that it seems Carol Wood is the only one that puts ANY effort into this matter? Where is th Mayor's office in helping with this matter? It is shameful that this is no further changed than the first day it was reported. No suprise as to why people have taken a loss and moved out of the city.

I have been in this State and City since 2011 never even heard of such things in Arizona where I came from but have been in 4 houses in 3 years that were not legal to rent!

Go to the city website. Look up the property under the assessors or treasury department. Navigate the website once you look up the property. You can find a lot of information on a property.

Wow, Bobbie you have worked endlessly on this! By the pics I can see this is REALLY a mess. Wondering as you are how this person has been allowed to continue like this with all of the calls/reports from you, others and Carol Wood? I've lived in my home 19 years and have seen constant complaints from the same 2 neighbors (habitual nit-pickers) be addressed nearly immediately, and often over very minor issues. These same 2 neighbors park in the city street all night long (have been for years) and often 1 of them parks backwards to the flow of traffic overnight. I've never seen them ticketed! It is odd how some can get results so quickly and others not... Code compliance has always treated me fairly and offered useful info when needed so I've been pleased w them but I don't understand the situation in your neighborhood at all! Hope spring brings a fresh cleanup to your neighborhood.

code compliance is a joke! they are mismanaged and when they do work, they harass one person and ignore the violations they drive past. if i left my recycling cart out, they'd be after me that night but ignore the 30 carts that sit in the street 24/7

I just discovered this website and I am utterly amazed at all you've had to go through! It seems like no matter what I do in life (even when I'm in the right), I always get the fine, or the ticket, etc. So, reading this infuriates me!! I've also gone through the process of reporting a landlord management company for some serious housing violations (that the actual owner knew nothing about); come to find out from a downstairs neighbor, they were gossiping at the office about how they were putting off the inspector and were going to do all the "fixes" in their own time. Whelp, I called, talked to the specific inspector, and all he did was say "I know what a quick fix looks like". Needless to say, they got off scott free while fining me for damages done after I was moved out. Why am I saying this? Because theres a lot of injustices and I believe you are going through one. I'm going to drive by this house tomorrow and check it out, then make my own report. If ten, twenty, thirty people start complaining, after two years plus!!, hopefully something will change. I'm sorry you have to go through this, Bobbie.

Yeah, I was honestly excited to read that she was in talks with the city attorney, but then nothing. I get that there are so many aspects to a city govt, but when you say you're going to do something, you ought to follow through (Carol). Again, I'm so sorry that your city has failed you. I recently moved to Lansing from Grand Rapids and I was shocked at the condition our capitol is in. Also, I get the feeling there is more going on behind the scenes more than I ought to. Ever hear of the city council of Livonia? Something so simple as one kid breaking a neighbors window with a baseball, turned into a horror show. The neighbor knew people on the city council and had them put an unjust focus on the childs family because of one small incident. The childs family was fined even after he obtained permits to put up a fence in his yard, and much worse. Sounds like this jerk knows someone in a city position and is milking it for all its worth.

It also of course has the commuter work force that flows in/out of the city but would never consider living here. Those who live in the city are predominately renters.Lansing has no actual "bad/dangerous" neighborhoods. You will find 2-3 block pockets of sad looking homes right next to 2-3 block pockets of gorgeous homes.If you work locally don't be surprised if you see a visible shudder from a coworker who lives in Grand Ledge or Okemos when you state you live in Lansing. I'm saying this in a kidding manner, but just as a heads-up.

Over two years now. Right on top of things. The default reply will be "we have 7 officers and 24,000 units" call and I'm sure the lead officer will tell you the same thing.

Re the add on by Code Compliance to access their site.I find it ODD..that NO WHERE is there ANY mention of him moving any of the SEVEN vehicles minimum that he ALWAYS has stuffed into that SINGLE wide driveway...and THAT was the core issue when this started.A few mentions of removing "trash"..and his supposed compliance.How would anyone KNOW....all you can see is cars and trucks.ALso...no fine for increasing the size of his garage which is ALSO a violation on such a SMALL residential lot.

@Concerned..must be you're too afraid to use your NAME.....take a minute and do a little investigation before you go off on your tangent.This property is not owned by an old person and every property he has is as cluttered and messy as this one,One has been tagged for a long time because of the enormous amount of clutter AND he also refuses to buy icenses to rent his units.As to fixing his cars...where would you start?On any day he has no less than 4 trucks and 2 cars and a boat that has never seen water....and THOSE are just the ones in FRONT of the fence.Farthest it gets is parked in the street when he has to get to one of the OTHER vehicles he has behind it.I talk to him often..we don't fight but I make no more headway that anyone does about him cleaning up that property.He sees nothing wrong with the amount of debris he has.What makes it even better is he now has 4 LARGE pitbulls that he breeds every 6-8 months and the noise from those dogs is unbelievable.VAST difference between THIS neighbor and a man who YOU feel doesn't mow his lawn often enough.I think this guy is a hoarder and no one seems to know how to help him.Odd considering MOST people in that area YOU complained about look as though they haven't mowed even once this year and the house across the street has let their yard go "wild"..but THIS is the house you pick on??

Wow, sorry to hear of the pressure everyone involved in this is dealing with. Hope some resolutions/compromises are coming on between all of you. It's wearing to be in the middle of neighborhood issues such as this. I know as I've been involved in one for years also. We too have "Neighbor Nazis" or as I call them "Nosie-Rosies". I believe all feelings are real and all sides of the argument have meaning to each individual.
Code compliance does lose days of valuable time responding to frivolous repeat complaints. They are compelled to assess each one. At times arriving to a property it is obvious the complaint is exaggerated. If you scan this seasons posts on Clixfix" you will see numerous "grass and weeds over 8 inch" complaints. In my neighborhood we actually have "concerned" neighbors who walk the area with a notepad! They repeatedly report the "out of compliance" condition of lawns at obviously abandoned properties and homes with For Sale signs. Common sense should speak that these homes won't have the yards mowed weekly. Many home owners in our neighborhood have garden yards, all store purchased plants, no GRASS. The Nosie Rosies fill this site with complaints of grass and weeds exceeding 8" when there are neither GRASS or WEEDS on the property. Purchased plants are not an issue.
Where I'm going with this is...I've found code compliance to be reasonable to work with, open to sharing helpful advice, but stretched too far attending to all of the frivolous callers. Individuals need to REPORT RESPONSIBLY. We as taxpayers pay for the work of code compliance.They are compelled to spend their week attending to whiners nonsense complaints when they could be focused on real issues, possibly like the property being discussed here.
Another point to consider is that code compliance responds, advises, gives time for a remedy, and later checks for progress. In the mean time a repeat complaint is generated by someone who expected overnight results (or exacting results only meeting the needs of the caller and not inclusive of the property owners needs). Code compliance is compelled to revisit the same issue before they and the property owner have found a solution. They don't have enough time in a work week to keep up with complaints from those having "too much time on their hands".
Not saying this is the case in your neighborhood Bobbie as you've clearly tried to resolve differences for an extended length of time. Naturally the LAST thing you want to hear about now is, give it time and be patient... Really hoping for all involved that a solution can be worked out. Wishing each of you some pleasant summer days in your neighborhood.

I completely agree with Jan and don't believe in nitpicking my neighbors..but THIS problem is a BIG problem and has been going on for over 4 ys with no headway.If you look at the picture I posted 21/2 ys ago...it actually looks BETTER than the property does now.Mind boggling and yet other neighbors worry about someone being a bit slow about cutting their grass?

Well isn't it time ti try something new?

Like asking a Justice of the Peace for an "Injunction"?

Or as many people as possible going to a City council" meeting with large photos and requesting something be done?

Or as many people as possible going to the Mayors office with a petition to correct this problem?

OR contact ALL TV STATIONS and NEWSPAPERS within 50 miles and request coverage of the problem?

Just posting complaints on here is getting you no ware and calls complaining about it are getting the same result.

One other thing is to directly sue the owner of the property!

@Hammerhead46..you know something..you are ABSOLUTELY right!What can it hurt after all this time.I think I didn't even allow my brain to go "there" because as I said...I DO speak to the owner and despite this mess which I despise..I have no ill feelings about him personally.DOing a direct route is likely to eliminate our eveb speaking again..but..it has been over 4 ys and I guess HE isn't too concerned about whether we speak again or not or he'd at least try to accomodate by removing a FEW vehicles or dogs.Thanks..I needed that little nudge..much as I hate it....I'm going for it!

call the city council, we pay taxes for a reason. code compliance as far as I can see has done nothing about anything i've reported back in June. They've done nothing but harass people who are trying to comply and exaggerate the situations they have checked into

This house has been unchanged for 3 1/2 ys since I reported it....it has BEEN this way for over NINE years and frankly..I'm astounded.The house down the street got a ticket for GRASS that actually had been cut..but THIS guy..nothing.

I would venture a guess at this point that he has some CRIMINAL INFORMATION on someone high up in the enforcement department,
They are covering for him or he will release that information.

The real problem is the code compliance department is so under staffed they don't have time to deal with the real criminals and have spent the last couple years harassing the people that are trying to make it. They'll come after you after you've had your property vandalized and ignore the guy who has a broken plate glass window a kid could slice their arm open on near ground level because there is a second pane. they also tend to not want to deal with burnt down houses that remain just a shell that have no copper left because it's not in a good neighborhood anyway.
