The horrendous light timing throughout the city plays a big role in the general lawlessness of New Haven drivers. Why do people speed along Olive St. (to take just one much-discussed example)? In large part to avoid getting stuck at that intersection of Olive and Grand. At the busiest times of the day that light stays green for maybe 10 seconds for traffic on Olive, and then is red for close to a minute. Thus speeding and blatant red-light-running ensue.
