wonder if the drains are just clogged with refuse, palms, and dirt from poor upkeep or inappropriate timing of lawn additives or modifications.
the city should really tidy up their codes if this is true, because this flooding is insanely unattractive..
maybe our Governor will allocate some bonus funds into infrastructure so insurance goes down a bit or something so your sod and mulch will be safe once more, i hear that is very expensive and delicate, but you also installed it days prior to a pressure drop so, speculating it's probably not the best idea to install mulch before a storm but sod likes water and a lot of it, and is exempt to watering codes to a certain degree so 👀
tl;dr i feel like the city council is a bit scared or too broke to investigate or fix this, new Police Station though so they may just need a push or reminder to change this tattered system because if the SPPD cannot see a tattered flag on their pole as an issue, surely the city must need consistent reminders before someone just dies or loses their home and eventually can sue.
the rain does eventually go away, i wonder if it's designed to keep rain at the surface as part of the system while it drains at a controlled pace, or if it"s just like concrete and warm wishes,
