Your best option is always call the police, even if they are not in the immediate area. They might be out of your sight but the police might spot them.

All the above are excellent comments. Call 911 (Police) immediately should you see something suspicious to include unusual forms of trespassing. The Code Enforcement Officers do make trips through all the city's neighborhoods at random intervals and are also on alert for unusual activity however, nothing compares to neighbor's awareness, concern and reporting of situations that appear to be suspect.
