Welcome to East Rock! I really wish the city would fine those who don't clear the sidewalks in front of their buildings. It's truly dangerous walking in the neighborhood!
why would person filing the complaint need to tell his/her neighbor(s) the obvious?! There are several blocks in the same situation and it is taxing to be "the block police." The City should issue a first warning, then fine if it continues.
Which door would you have the original poster knock on? It is a multi-unit apartment and it is the landlord's responsibility. Knocking on the door ...not knowing who could answer or what state of mind they are... in is not a good idea.
Here's a link to how NYC deals with absentee landlords who don't arrange to have sidewalks cleared. I have no interest in pestering others how they live, but it's too easy to accept dangerous circumstances because a neighbor is too lazy or cheap to do something about it. Kids need to walk to school. Seniors need to walk to the store. This is a walking city. Let's keep it that way all year.

Why not knock on the door?
Why expect the city to do every thing for us?
