Illegal dumping. Homeowner on Walter Bambrook NE whose backyard abuts Modesto. Has dumped bush cuttings over the fence and left them for nearly 3 weeks. This homeowner constantly does this and has also gone so far as to leave weeds and other debris in the gutter on Modesto immediately behind their backyard fence.
