New Haven and other cities have done this a lot to solve traffic problems and that’s to take a street, or a portion of a street, and make it one-way.
Because Olive Street, especially the portion between Chapel and Grand Avenue, is a shortcut for people during rush hour, making it one-way northbound would alleviate the biggest portion of this issue. People in a hurry to get out of town after work would no longer avoid State, Orange or other avenues to speed down Olive Street, which was never designed or engineered to handle both that heavy traffic and the local traffic.
Maybe try it for six months and see how things go?

All cars should slow down , no excuse for long time residents and / or employees about town.

Your comment about pedestrians needing to have"one foot 6 to ten inches into the crosswalk" while discussing the Olive Street fatality is tantamount to blaming the victim.
Jon, you most certainly did not witness the accident. The victim was crossing from
the even side of Olive St, opposite the driver's side, providing the driver with an ample view. Try driving at 25 mph, it's not a speed to cause a fatality, especially if you are not driving while distracted.
