I submitted this to Virginia beach and was told this belongs to Norfolk city. Who is responsible for this upkeep?

This issue has not yet been addressed by Norfolk. Actions? This stretch of road is very rough and uneven and in need of some smoothing.

I have contacted VDOT - I have been told Norfolk is responsible for repair of this stretch of road - I have been told by Norfolk Virginia Beach is responsible for this stretch of road. Both have told me to contact VDOT. I am getting exceedingly irritated by this. Who is responsible for the upkeep here? Someone must be and the road is in serious need of paving.

I have submitted a photo (above) that shows the poor upkeep of the road here - this is an exceedingly busy stretch of intersection and is rough to drive over under any conditions - it has been poorly patched for years and has been left in disrepair - who is actually responsible to upkeep this particular section of road? Why does each side point at another. This is directly beside Lake Wright Golf Course whose address is: Lake Wright Golf Course 6282 Northampton Blvd, Norfolk, VA. So it stands to reason Norfolk would be responsible for repairing this road.

It certainly wasn't corrected on 02/04/2015 because I drove over it on Thursday, 19 FEB and it hasn't been touched. If the Streets and Bridges Division is confused about the area I submitted (though it's pretty clear) I'd be more than happy to explain it to them over the phone.

The Streets and Bridges Division is planning on milling and re-surfacing the right turn lane from Northampton to the interstate 64 on-ramp in front of the Lake Wright hotel and a number of the lanes on Northampton Blvd under the I-64 overpass in both directions once the weather breaks…hopefully in March.
