15+ trash bags full of what appears to be leaves and lawn debris and a few bags with garbage piled at rear of 138 Frank Street in front of the garage that faces Clover Place. This area is frequently used as a dumpsite because the house is vacant and the other 3 homes that are on that block have residents that are not vigilant in keeping that block free from litter and debris.
