Kids hang out back here around 5pm and smoke pot -- they clearly wait for an opportunity to be alone, then light up and walk away... leaving behind an extremely obvious cloud of smoke. This is also directly below peoples apartment windows. It's gross, illegal, and yet another instance of people smoking pot in public on Roosevelt Island.
