The issue is that the comment from the city staff includes the description from the original report. So for example:

When this was closed it got extra junk in there. The message from 311 seems to be "No Action Taken" however what actually shows up to us is:

Comments update: 14-00316384-Parking Meter Repair
1300 C Street Southwest, Washington, DC 20228, USA
This issue has an image. You can view it here http://seeclickfix.com/issues/1369799 . I parked here for 1 hour starting at 10:30 AM - 11:30 AM - for No Action Taken
