Gladly, but who is the police district manager?

I can't think of anything more important than maintaining a safe environment in the city. We all need to insist this is addressed.

If the Police are in fact ignoring this type of intimidation and harrassment it needs to be safely video recorded from within a vehicle and brought to the chief of police

I witnessed this downtown this afternoon @ 1:30pm at the corner of church and chapel. Pack of kids -- a couple of them on bikes riding right into traffic and weaving in and out and then on sidewalks doing wheelies... one was almost hit by a car because he was focused on yelling to his friends instead of paying attention to the car he almost rode right in front of..in the middle of traffic. And I've also seen the bike rider that wears either a black or a white mask (it varies) that blares his radio on his bike -- as he rides down the sidewalk or the street.

These kids are everywhere around the city.

The police arrested a youth in the action of robbing an unlocked bike; kids on bikes showed up, following the action. The police did not ignore them, they could do nothing. Bikes at rest and riders are viable targets. Kids scattering on bikes are unstoppable: cops in cruisers cannot catch them , and risk hurting citizens during pursuit.

If you lived in another neighborhood, you would see incidents like this every day.

Maybe police on bikes can be employed to pursue them. This must be stopped.

"excellent" district sgt means? wow, we sure live on diff. planets. rude, maxed out voicemail and not very brainy was my impression

to xyz-- the no-pursuit policy is the correct one, believe me. it's too dangerous as it is. pursuit would get people killed. police policy is to diligently go after any of them when they are parked, and they do pounce on them then. they also went after a new law making it harder to get their vehicles returned once confiscated (higher fines I think) so police have worked pretty hard on it in last couple years, despite appearances.

I do not think the no-pursuit policy pertains to bicycles.

The cops can grab one - or two if THEY TRIED. there small and there young and will most likely talk when intimidated by a stint in jail and a night stick.
I have knocked a few of these punk kids down when they tried it on me, intimidate this, they kept on riding n swearing. I was the one with the mask.
