I am sorry to hear about this, if you have apartment insurance you are covered. Try calling the police district manage for this area on Monday.

Sometimes you get the bear and sometimes the bear gets you.
By the way, posting your complaint here will do you no good.
If you saw a pothole you'd get some action,but that would eventually take place anyway.
This site has thousands of "open Issues since 2008.
