Last Friday, July 11th, my wife's brother-in-law suffered a heart attack and died while biking on the sidewalk near the indicated spot on the map. I would like to place a small, in ground stone memorial to him in the grass strip between the sidewalk and street. How would I get permission to do this?

Cobb County denied my request for a memorial. I would like to add one additional comment; Within I few feet of the spot where my brother-in-law went down, there was a huge crack in the sidewalk. That crack is still there today in spite of my reporting it to Cobb county a year ago. This damaged side walk is a hazard, and needs immediate attention.
