5:25 on 7.16.14 Cars are double parking on College in front of High School, near corner of Crown, blocking and diverting traffic that increases congestion, driver confusion and traffic delays :

1. creates one lane [of congestion] on College blocking and the turn (only) left on George and one straight lane.

2. Blocks and prevents a left turn from Crown onto College left lane. Forces cars into one "center" lane onto College. Blocks Crown Street traffic.

3. This is a heavily congested, poorly timed lighting area during rush hours, now with added construction blockage on College at Shubert and between Crown and George with lost capacity. (15 minutes from Crown Garage exit to 91 ramp).
