Im from NYC and was just browsing photos and came across yours. While hanging debris is dangerous from any overhead wires, the wires that the shoes are hanging from are utility wires. Utility's such as local telephone and or local cable television. I would contact those departments first regarding this issue. On the utility pole in your picture the power lines are the very top lines. In your case treat all of these lines as "live" and very dangerous and do not attempt to remove the debris your self. yes, this has been seen around t town before. and near my house they have been gone for a while. but reports to police of suspected drug activity went no where. (cars coming and going, not staying long, right by shoes over the wire.)
I would call CL&P if you really have a problem with it, not the police... I lived in Brooklyn for a while and yes it is true that shoes on the wire cannn mark a drug spot (like in 1990), but more than often it's just kids messing around, 'marking their territory'.
If you think there is drug activity going on near you and you have a problem with it, maybe confront your 'suspect' in a friendly non threatening manor and express your concern. But only if your sure it won't threaten your safety. If they come across threatening to you, then you could step in and say that your trying to do them a favor and not get the police involved, but to get the issue resolved.
I'm not on the side of ANY dealer of any kind but they are merely people who have been misled off a correct path and are not always criminals or bad people.
Shoes on a powerline does mean its a place to buy drugs. This kind of sigthing has been around T Town for years. Wake up people. notice what is going on.
also near the base of Pratt St in Winsted. relatively new I think but that house was a drug problem a few years back. someone out of jail and dealing there now??
I have heard it is a drug thing too. Just watch for cars, how long they stay put, take license plate tags, then call the police. We had this activity on Alice/ Eastwood and it is now gone.
