Sometimes people go away on vacation, you know. Abandoned cars don't usually have the license plates on, unless they've been stolen and dumped. The sign in the photo says Yuriy Home Improvement. Did you try calling them? They're at 203-508-4098. Rather than have the City tow their van, you know...

Pursuant to the excellent suggestion from Ravenclaw I reached out to the owner of the vehicle and informed him of the applicable city ordinance and concern from residents. He did say that the vehicle has moved within the past two weeks but will comply with the 72 hour parking ordinance going forward. Please open a new issue if this continues to be a concern going forward.
