I did phone the number on the city notices taped to the house. I spoke to someone in permits but the person stated I would receive a call back and this has never happened. It's been over a month I reported it, and yet I've not seen any inspector come out. The notices on the home are being ignored, and furthermore the old owners names appear and not this new owner. The entire sale was a sham and it appears the former owners only wanted the cash. We know the house sat empty for 20 years so you can imagine what shape it is in. Not to mention a termite inspection was never done and there are obvious signs of termite damage, and asbestos tiles. Notice the paint job that was done and the roof repair. The new owner went and dripped paint all over the new roofing and outside of home. He mentioned to my husband that he would be moving in in 2 weeks! how is this possible? Someone from the city really needs to look at this.

One small comment - painting over lead is not a safety violation if I understand correctly. As long as the paint surface is intact, as opposed to someone sanding or scraping paint, there is no violation by painting. If the underlying lead paint is stable, painting encapsulates. I noticed that the homeowner recently put up plastic on the front porch. Perhaps he actually was doing safe lead removal work?

I doubt the homeowner was doing anything safe with lead removal. He was scraping or sanding, but 'safe' is questionable. Perhaps we can encourage more movement on this if you would be open to calling the number on the notices that are taped to the house. I can also try calling again. Thank you!

I was giving him the benefit of the doubt on the lead work. If you saw scraping and sanding, that means he knows that lead work requires containment since he had the plastic barriers up. Doesn't sound like he was in violation of any regulations by that report alone. I am not going to report him simply because I haven't specifically seen any major work that was unpermitted. I suspect that since he's been working inside for several months that there is plenty, but I have no specifics. Judging by how sloppy the outside work is, the interior work must certainly be subpar Inspectors only inspect for specific violations. If anyone knows for a fact that he's doing kitchen and bathroom work, please call the City. I did see roof work. Was there a permit for that? That was done by professional roofers, and will likely pass inspection. If you call that he's done roof work, inspectors usually only inspect the roof, however maybe it will be different in his case since already he has a card up.
