My neighbor's fence is in bad condition and they have a rottweiler as well as other dogs. Other neighbors have stated the dog has gotten loose in the past and bitten other dogs. The dog is able to put his front legs on the fence and stand up with his head above the fence. This is very intimidating when my roomate and I have visitors at our residence.
