City Hall should coordinate parking enforcement and street sweeping to quickly locate and remove these vehicles. They cause more of a dent in the vitality of the neighborhood than any amount of fine the city hopes to rack-up on them. Plus, I've read the city doesn't even collect on most of the abandoned vehicle fines! Get them off Oakland's streets, to the junk yard, and collect some scrap money City of Oakland!
I have heard that Parking Enforcement doesn't have the ability to run license plates, so stolen cars may sit there accumulating tockets for quite a while before being towed. The poor owner is out getting a new car while their car sits in some part of town, possibly getting stripped.
