The dumpster use to be parked within the legal parking area in front of the house under construction. It was just recently placed where not only parking is illegal because of the hazard it causes for cars/trucks turning off of 5th St, but it also blocks the fire hydrant. I am sure that the signs that the officer observed were for the previous legal space and don't give permission for the construction company to commit multiple public safety violations. I am also sure that the city does not want to share in any civil liabilities.
