This is most likely due to the new timing systems in place for many traffic signals in the Madison Heights/Troy/Warren areas. The new system of lights relies upon sensors to get a sense of when cars are in particular lanes in order for them to either activate a signal or to simply skip over it whether it is due to no one in the left turn lane or there are more cars in oncoming traffic. The system needs to be tweaked for sure during rush hour but the concept is in place to help with traffic issues and it is just an early start to achieve this. Also, it helps force people to stop "timing" the lights and pay attention instead (I know I still am guilty at times for this as well).
