Per Solid Waste Services Enforcement Division: 3117 Stanhope Avenue was confirmed as having carts in the street in front of the residence. The resident came out and I explained to her why I was there, and that the carts could not remain in the street after being serviced. Before inspector left, resident pulled carts to the rear of the house.
