Unfortunately, I need more information and/or photos in order to properly process your complaint. From the photo that you submitted, it looks like the roof is lined by a gutter. I don't think it is a railing. Also, where is the storage that you mention?
In order for me to properly relay this information to an inspector at the Department of Building Inspecting (DBI), I need to be able to provide them with more details.
