Thank you for submitting this information to the City Attorney's Office.
I contacted the Department of Building Inspection (DBI) and inquired about permit number 201305298083. Their records confirm that the building permit for this property was originally issued on May 29, 2013. DBI permits like this one are issued for 360 days. This permit is for new roofing and for work on the "stairway to the penthouse" and will expire on May 24, 2014.
Contract work in San Francisco is allowed from the hours of 7:00 am until 8:00 pm. The representative at the Department of Building Inspection indicated that the dates on this Notice may pertain to a separate permit for night work that would allow construction outside of the regular 7:00 - 8:00 work hours. I'm waiting for confirmation from DBI.
That said, please know that construction at this location is permitted until May 24, 2014, so please don't be alarmed if it continues for some time.

I also contacted the Department of Public Works (DPW) to inquire more about permit #1294827, which is also on the Notice. The dates on the Notice may pertain to the permit issued by DPW, although I'm not certain what specific type of permit it is. I'm also waiting to hear back from DPW.
