Is this concrete form in fact, within the public right-of-way? Or, is it possibly on the other side of a parcel line?
We have so many motorists that go so fast through our alley ways (and they don't all need to be as wide as Pennsylvania Avenue) that we should be more concerned about a person or someone's pet being hit by a careless motorist, than we should be concerned about someone suffering a flat tire.
Let us roll out the parcel map and not the "jump to conclusions mat."

This is not a public space issue. This an issue with private space extending into public space. DCRA needs to investigate the construction designs for impediment.
