The City of Raleigh has adopted North Carolina Department of Transportation’s (NCDOT) standard for signing and marking school zones which complies with the Federal Highway Administrations Manual on Uniform Traffic Control Devices (MUTCD). The City of Raleigh’s school zone policy is very similar to NCDOT’s because many of the schools in Raleigh city limits are adjacent to both City and State Highway system roads. Each year Public Works staff works with the Raleigh Police Department to conduct field investigations in every school zone, making sure all signage and markings are correct and in good condition. Current standard operating procedure of the City, as well as NCDOT, is to only install flashing beacons at locations where a greater hazard exists. Citizen input as well as traffic engineering data, such as volume counts and crash statistics, are used to determine these locations. The effectiveness of flashing beacons has been the subject of several research studies that suggest that flashing beacons do not alert drivers to the intended situation any more than a traditional sign. One such study found that when activated, flashing beacons had little to no effect on the 85th percentile speed (less than 1 mph). That said, City staff tries to employ every adopted device using proper engineering judgment and fiscal responsibility to ensure the environment around schools are as safe as possible. We will continue to monitor this school zone for safety improvements, but according to current policy we do not recommend flashing beacons at this time. Seems that nothing has changed. I drive down Strickland every morning to work and other drivers ride my @#$% or fly past me like I'm standing still

it's a tough road for sure. Ideally what would help is a dedicated exit lane from the WMMS school exit so those people can leave the school safely without any risk of being smashed into by the high speed and high volume traffic headed to Falls of Neuse. Exiting the school is taking your life in your hands - it's a blind exit until you are in the actual lane due to the curve and way that the entrance to the school backs up. Cars on Strickland can't see the vehicles trying to exit until they are literally on top of them, and the cars trying to exit have zero visibility to the Strickland east bound cars. It's really a poorly designed stretch of road - throw the speed in there and it's just a matter of time before serious injury.

(If we can't solve the speed/attentiveness issues... solve the design issues.)

Per Raleigh Police, officers are continuing to work this area, we will ask the Traffic Unit to try to spend some time in this school zone.

We have received a response. The City of Raleigh recently conducted a signal study at this location and it did not meet warrants for a signal. A signal study takes a number of factors into consideration to see if nationally accepted warrants are met. These warrants include crash history, volume counts, and sight distance. Although it did not meet warrants, city staff has been in touch with Wake County Schools, as well as West Millbrook Middle School staff, to take a look at this issue for any further action.
