I have noticed targeted police enforcement here at times. Traffic does cone down the hill on 50 too fast, but that's because nobody slows down between Dutch Meadows and Cuthbert. Reorganizing the intersection to something similar to a single-point urban or (start screaming in fear now) double-barrel roundabout would give better priority to secondary entrances and maybe calm the madness.
