Looking at some of the comments on this board, one can't help but think that the obvious solution to many of the city's problems could be solved by introducing a parking permit system similar to what they have in Vancouver, with some of the proposed new legislation elsewhere in Canada.
1.) If you want the privilege of parking your vehicle(s) on the street as opposed to in your garage/driveway/alley parking- then you should pay for a permit.
2.) If your garage/driveway/alley parking is too full of junk/trailers/boars/motorhomes/trash so that you need to use the street parking, your permit fees should be double. Most properties have more than enough parking if they only clean up, clean house. Besides, a garage full of junk is surely a health/fire hazard as are alley parking areas full of garbage.
3.) Designated visitor parking spaces should be allocated for visitors' vehicles. If a permit holder parks in one of these- fine them.
4.) If you don't have enough garage/ driveway/alley parking for all your vehicles, then you probably should get rid of some or clean up or store them somewhere.
Perhaps the City can use these funds to increase the snow removal work-force?

Agreed. Perhaps then the landlords/property owners can be held liable for this and they will think twice about squeezing 3 families into one house.
As far as the neighbors are concerned, can't help you there. Perhaps you should setup up a web/video cam and film them and post it here and/or on youtube- name them and shame them?

ROTFLMAO! These people you speak of have no shame! They are unfamiliar with the concept, no, that would never work. I considered putting up trail cameras, but (a) they would either be stolen, or (b) the evidence gathered would be useless since the children are too young to be charged with a criminal offense.
Perhaps if we could garnish the welfare payments of people whose underage children run amok and cause property damage? Hit them in the bank account, so to speak. I'm sure that would work, but in our bleeding heart left-wing politically correct society, it would never happen.
No, I'll continue to dream of one day moving into another neighbourhood. :)

A permit system, like any punative measure, is nothing more than a cash-cow for the city. Let's face it, the responsible citizens will pay, the irresponsible ones won't..which will lead to paperwork for the already busy police force. Who can justify the city cops issuing tickets or enforcing permit parking when they can't even deal with the drugs, abuse, vandalism, etc that run rampant in this city.

Yes, this is a tax. With more taxes the City of Prince Albert can increase policing and in turn, improve the management of various culprits. I am all for self-management but it seems the bulk of our community can barely manage themselves- let alone their children as mentioned further down.
It is likely (that) these irresponsible citizens who are targeted through a tax measure of this nature will eventually get the message and clean their act up?
I took a drive down one of our alleys today, and one of the household there is no room for parking whatsoever at the back of the property (garage and 2 parking bays) as half of this space including access to their garage is covered with junk that they are clearly to lazy to remove and the other half has a vehicle that hasn't moved in months- perhaps even years.
On their street-side, they have two vehicles parked with power-cables running over the pedestrian walk-way which in itself is a hazard- besides the fact that it is obvious they haven't shoveled any snow/ice this season.
So it is my humble, personal opinion expressed that if certain members of our community aren't able to manage themselves, perhaps they need some guidance.
As the old adage does, it is the little foxes that ruin the vineyards and perhaps this is but one of the roots of the problem the city faces.
Tax them. Tax them. Tax them.

Got a garage, "Turk". It's constantly being broken into, so much so that's I've had to resort to unconventional means to secure it.
West hill? A stone's throw from the west flat. The east hill? It's really not much better than where I am. Look at 19th street east, there's some nice properties up there.
Frankly, I don't know too many ppl in this economy who can drop $250,000 to $300,000 to move into a nice neighbourhood.

Permit, what happens when they don't pay the tax tax tax? They end up before a court, jail, booted from their homes, become homeless..live off the system twice as much as they may already be doing?
Again, we are taxed to death in this city what do we have to show for it? Those who will afford it..will pay it...those who can't won't. Then you have created more of a case of "us against them" dividing an already divisive city. Tax seems to be the quick answer for all... surely there is a more creative answer?
I don't have an answer, and perhaps will get me "flamed" on here...but I think we can all see paying for taxes isn't going to work...permits, levies, whatever "title" you give it...its always going to be the many paying for the few and the problem will contiue to exist.
Perhaps one solution would be to have a bylaw in place (if one doesn't already exist) that would permit the city to remove garbage, unused cars, etc (the problems that have been mentioned here). After one or two warnings, the city sends in a dump truck and tow truck...and removes all the junk from the yard. Impound the vehicle, then if its not collected have an auction and recoupe the cost of the removal? Just a thought! This way the problem is elimenated, and there hasn't been any tax increase for those of us who take care of our property. *shrugs* it could work?!
