The sidewalk was noted during the sidewalk inspection, the trip hazard was repaired with the shale as a temporary measure until the such time the budgets allow for the utility/road and sidewalk upgrades.

Is using shale as a sidewalk in the city's standards or policies? Is this what is going to be done in all cases where sidewalks are failing?
