Yale does pay (or more accurately, their contractors pay, who are in turn paid by Yale) when a street is cut. They can either pay the City for us to repair, or do the repair themselves - for instance, a section of Elm where Yale is paying for some work to happen between High and College is being skipped by the City's contractor and will be milled and paved on Yale's dime after their work is complete.
Broadway and most of Elm is mainly in need of a mill and pave because of the huge volume of traffic they support. Road cuts have factored in (less so for Broadway, but portion of Elm), but most of what is being addressed by this mill and pave is just road use related.
