Description
Is it possible to have some "Children at Play" or Speed Limit signs put up in the alley where the Grayland Tot Lot is? Located, 311 S. Belmont Ave. Cars are SPEEDING through even though it is an alley AND a playground is right there. A lot of small children live across from the playground and these cars are scaring the parents. Not to mention all the pedestrians that go to this playground have to walk through the alley to get to it. It is next to the I-195 on ramp.

I received this in my email,
Subject: Request for Speed Limit or Children Playing signs in Alleyway
(City Service request #201035)
Thank you for your inquiry on the subject matter. We have completed our investigation of your request.
Due to the general low volumes and physical constraints along alleys along with a good grid street system for vehicles to travel we are not recommending any additional signs for this alley. In addition, most users of alleys are residents of the immediate neighborhood who should have a vested interest in the safe operation of their vehicles in the alley.
Thank you for bringing this matter to our attention. If further assistance is needed, please contact me by email at Maritza.reyes@richmondgov.com.
Sincerely,

I responded with this reply...
Dear Maritza,
Thank you for responding to me. Unfortunately, the people speeding through the alley are typically young motorists who don't seem to care about the safe operation of their vehicle in the alley or next to a playground. If they cared it would not be an issue. Additionally, it is adjacent to an interstate on ramp and close to Carytown and Byrd Park. Therefor we have a lot of people passing through who are not from the area and are trying to get around quickly. This is especially true when big events come to the area like the 4th of July Fireworks at Dogwood Dell. This is a time when people need to be extra vigilant when it comes to driving through alleys. This past "4th" was horrible, with countless drivers speeding through in the evening when families were walking through the alley on their way to and from the fireworks. This is only one example. Also, the gates to the playground do not shut properly. If a small child were to run out, there is greater risk of them being struck by a car if the motorist was speeding.
There are few playgrounds in the area, especially next to alleys. I just want our children to be as safe as can be. I also hope that our community leaders feel the same way. If a few signs can help keep children safe, then why not put them up? We already have signs that say "No Parking in Alley" these new signs could easily fit above or below them.
