This particular site is a chronic concern. It gets cleared, but is allowed to become severely infested by vagrants time after time, because they have not fenced off the area tight like the space behind La Grande Safety which they have done after episodes of severe vagrant infestation

ODOT should wrap this space in heavy duty fence and install cameras. Vagrant infestation never stays abated for more than about a month like most other spots.

It grew to a large flock of criminally challenged transients. It went away for a while, but infestation is starting to come back. There is currently one tent. HUCIRP program really is a joke.

It cleared briefly, then a very large tent and lawn furniture returned. It's a point of transient and vagrant congregation. The tent is not a regular camping tent. A large tent of the size used by exhibitors at fairs.
