Great idea, but it's not legal. We don't allow this sort of traffic control on public roads in connecticut.
A better idea would be to have proper police presence, as well as speed traps on this road like they USED to have not even 5 years ago. Why this changed is beyond me, but it was quite common to have an officer clocking down at the package store, or up at the condos. This should be the case again.
