If dogs are required to be leashed, then call the local PD and get the amimal control officer to ticket the dog owner.
The more these people are allowed to ignore the law, the more they will do so.
It isn't just about bothering autistic kids. There are plenty of people (justifiably so) who are uncomfortable with loose dogs, especially those who are not clearly under control.
