The home owner of this property has been getting help to clean up all of these mess in different occasions from many neighbors in the area for 3 Years! and even we cut all the weeds for him too.
Clearly there's not intention of being a "good neighbor". If this is now a crime and is a civil case. WHY HE CAN'T BE LIABLE FOR AND WHY the "duty of care", breached is not punish?
