I have reported this issue about this drain several times and have even received a response from the city that it had been cleaned out.

Didn't work, gotta do it again.

MAINTENANCE WAS PERFORMED ON 6 STORM INLETS AT THE REQUESTED LOCATION. DATE- 10/2/13. THE CURB HAS A LOW AREA THAT CAUSES A DRAINAGE RESTRICTION. THIS INFORMATION HAS BEEN REPORTED TO ROADWAY MAINTENANCE DIVISION OF DPW - case file closed
