As this is over five years old its almost certainly resolved, but as well the City of Toronto is no longer responsible for fixed litter bins (if this is indeed what it was for); for issues with them contact Astral Media at 1-866-827-8725 or quality@astral.com . An exception is if the bin is defaced with hateful/discriminatory graffiti; in this case the directive is to call 311.
