Sharraxaadda

I live in a three family home. Eight people live here. We were given two garbage cans a few years ago. One blew away or disappeared on garbage pick up day in March. Since March no amount of visiting, or calling the Public Works Department In New Haven has succeeded in getting a replacement garbage can. My garbage over flows every week. It is disgusting with flies and animal life benefiting. I am at a loss as to why they can not provide a garbage can for each apartment.
