My neighbors have piled debris against my house. I reported it through the city website, and sent an email with pictures to LCI. No one has responded. Now old broken flowerpots with dirt and weeds are growing against my wall. I not only need it cleaned up so I can paint, I need the city to inform these people that they cannot throw trash against my house. They really don't understand, though they never pile it up against their own house.

City agencies exist to solve this sort of problem. Individuals do not have to confront people that have shown themselves to be aggressive or uncooperative. Sometimes we have to accept that we cannot make people act the way they should, and we need intervention from our public institutions. That's one of the advantages of living in a civil society governed by the rule of laws.
And just a reality check, you don't have the right to step on your neighbor's property, even to clean up something that shouldn't be there (although I admit I took that risk last year to clean up the fish heads that were wrapped up in newspaper and wedged in beneath my fence).
