Sharraxaadda

A pen made from pallets is in the front yard of this property. A dog or dogs are put out into this pen and left. The results is constant barking day and night. This is very disturbing and is effiecting the quality of life of the community. Also, what effect does it have on the dog or dogs to constantly be barking for extended periods of time. It would seem reasonable if you owned an amimal to have a better method seeing to it's needs.
