It looks like they do have a pole properly anchored to the ground. I would be more curious to see the top of the pole. Most likely, the new pole is there for support and the wires have not be transfered off the old pole to the new one. Depending on what is on that pole, it may take a while for all the different utilities to be able to get out there on the same day.
Nonetheless, it is pretty ugly. :)

Actually I've worried about this when ever I walk down State. And they are ugly.

As a New Haven taxpayer in a lower East Rock neighborhood that is working very hard to improve both our street aesthetics and a sense of general citizen responsibility, I am appalled that the city allows AT&T to disfigure our landscape as it is doing in the ongoing "stabization of telephone poles" operation. The fact that the complany apparently sees nothing wrong with creating this visual blight is even more disturbing. If the Mayor's office doesn't voluntarily take on the responsibility for getting this blight taken care of, pressure needs to come from our Alderpersons.

Point of clarification: is this a UI issue or an AT&T issue? I only ask because UI has a long history of leaving crappy poles in place. See all the back yards on the south side of Eld St, for example. Multiple calls to have one particular pole removed because it is leaning closer and closer to a neighbor's house have seen no action.
If this is UI's realm, can we get a statement from them on what the policy is for abandoned and precarious poles, and a plan of action?

This is UI though who knows which companies have yet to remove their wires. Regardless UI should be coordinating.

This is a phenomenal idea. UI could then levy an extra charge on the other providers to distribute some of the burden.
Of course we would likely end up paying as ratepayers.

Confirmation that UI owns poles - technicians transfer transformers immediately; the hold-up in removal of old poles is other carriers' delay in transfer - AT&T, Comcast etc
