This person has been panhandling, breaking into cars, stealing packages, a nuisance to traffic, and harassing school kids on Bayview Ave. I've made complaints to the South District Police, other neighbors made complaints but nothing has been put into place to remove this person. I just spotted him on the block 5 minutes ago, walking up and down the street with another person. What needs to happen before this person is arrested or removed from our block? Apparently all the above is not enough.
Neighbors have spotted him selling drugs on Orient Ave and MLK.

I continue to see him harass drivers and cause traffic issues at Bayview x Garfield.

This person has returned and business as usual.
