Description
The traffic lights @ exit 12 and old stratford rd do not cycle as needed. When traveling on Old Stratford Rd, the traffic light will be green for ramp traffic even when there is no one on the ramp(s) This is especially noticeble and quite annoying in the early morning hours-there is no ramp traffic at all and you need to wait for the light to change. There appears to be trip sensors at all locations, however there is still an issue. I have traveled this area for several years, several times a day which is why I am familiar with the way they used to work vs. the way they now work. I have made SEVERAL phone calls regarding this but still the same results.

Assumption: we're talking about heading East and turning North onto Route 8.
Blinking would be problematic - there are two left turn lanes - in blinking mode you would have two blinking reds on the left and a blinking yellow on the right lane. That would be quite confusing, especially with side by side turners and conflicting traffic.
The alternative would be to make west bound have a blinking red and all east lanes have blinking yellow, giving a left turn preference over someone going straight.
The only thing that wouldn't create confusion would be a four way stop.
People handle uncontrolled intersections surprisingly well. I am not a traffic engineer but think overuse of stop signs and lights not only cost time but make driving more unsafe. People rely on the signals and stop being vigilant looking for unexpected danger. The light at Walmarr near the Derby Orange border goes to blinking during the day on a weekday every once in a while and the world doesn't come to an end. People get alert and cautious and slow down, and people work it out.
I still agree they need to look at the sensors and make sure it isn't using daytime assumptions in the middle of the night.
