this is the parking lot on the southern side of state street at the water street intersection.
who owns this lot? who is responsible for maintenance?
i know across state street, the knights of columbus allow the police to park there, creating a void of responsibility. Town Green has led clean-ups in the lot to help mitigate the trash on the other side in the past.

The PD no longer (and haven't) for some time. This is now simply a property managed by ConnDOT (and soon Union Station will take over management).
I'll forward to the New Haven Parking Authority for review to see if they have access to it -

Looks like this property fell through the cracks as the 'responsibility hot potato' gets tossed around, and meanwhile,, yes, the first thing people see getting off the train is an honest look at a failing city.
