Neighbor's tree is causing a safety issue. The tree is blocking street light from providing light to the alley way making it unsafe for vehicles and pedestrians. I t is creating a blind spot for turning in the alley. The tree limbs provide a hiding place for criminals. The tree is also a nest for rats.
